I'm probably a bit late with this info .... i'm working on a different project and remembered your problem.
The baud rate issue is caused by the bootloader. Make sure you have the optiboot bootloader and it should work at 115k.
Whenever i get a new board i always update the bootloader ...

I managed to compile a .dll for windows 98se. After much confusion, i ended up using MS Visual C++ 6.0.
The above software certainly has a lot less compile options that the current visual studio versions.
The resultant dll works on 98se and XP.
The compiler will also run on XP but apparently ...

I found the problem

In XP, under the Display Properties, Settings Tab, Advanced Button.
I had set the DPI setting to large size (120dpi) instead of normal (96dpi).
The buttons were there, but placed outside the window.
Is this going to be a problem with windows 7 ?.

I've been looking more closely at the Arduino code ... this time with an oscilloscope !.
It looks like the timer#2 interrupt service routine slows down when processing commands. I guess this is because the counter is reloaded at the end of the ISR. So in effect it's like a one shot ...
